近期把專案從struts2.0 公升級到struts2.1.6，在不加上encodingfilter的情況下，無論怎麼設定struts.locale和struts.i18n.encoding，都會中文亂碼，加上encodingfilter才沒事，不知道這是為什麼？希望大蝦給予解答
